Out of Context: Kagame’s Speech Misrepresented as Response to Bobi Wine’s Sanctions Call

The text suggests Kagame’s remarks were directly aimed at Bobi Wine; however, a closer look into the facts surrounding Kagame’s video reveals that the video is not in response to Bobi Wine.

A video circulating on TikTok alleging that Rwanda’s President Paul Kagame insulted Ugandan opposition leader Robert Kyagulanyi Ssentamu, also known as Bobi Wine, in response to his call for sanctions during a virtual address at the 18th Geneva Summit is out of context and misleading to the masses.

The video combines two videos, one about Kyagulanyi’s online address for the recent summit on human rights and the other about Paul Kagame mentioning the word “sanctions” repeatedly and other utterances, including the word “foolish”. The video also has text that reads: “president wa Rwanda Paul Kagame ayanukude bobi wine nti musilu busirumbu ebya sanction agende abigambe bajega bane,” translating to: “Rwandan president Paul Kagame has responded to Bobi Wine’s remarks about sanctions, calling him foolish and saying he should go address his fellow fools.”
The Geneva Summit for Human Rights and Democracy is an annual conference that highlights pressing human rights issues around the world that demand international awareness and response.
It offers a platform for human rights activists and former political prisoners to share their personal experiences in the struggle for democracy and freedom while fostering international solidarity and collective action against oppression.
The clip has widely gained traction on social media with over 8000 views, 151 comments, 539 bookmarks and 869 shares at the time of publishing this fact check. The text suggests Kagame’s remarks were directly aimed at Bobi Wine; however, a closer look into the facts surrounding Kagame’s video reveals that the video is not in response to Bobi Wine.
Facts
Bobi Wine indeed delivered a virtual address at the Geneva Summit, urging the international community to impose targeted sanctions on Ugandan leaders, including President Yoweri Museveni and General Muhoozi Kainerugaba, among others, over alleged human rights violations in the January 2026 elections. However, the video being circulated as Kagame’s response is not connected to Bobi Wine’s speech.
The remarks attributed to Kagame originate from a past address delivered during Rwanda’s Liberation Day (Kwibohora) celebrations in July 2025, where he was speaking broadly about national sovereignty, critics, and Rwanda’s political trajectory, and not reacting to Bobi Wine or the Geneva Summit.
Evidence
We started by searching through the Info Verifer tool about the claim, and the results showed there is no verified evidence from the provided sources that President Paul Kagame insulted Bobi Wine over his call for sanctions on President Yoweri Museveni and General Muhoozi Kainerugaba.

Further checks into GhanaWeb and Eastleigh Voice, as suggested by the tool, indeed confirmed Bobi Wine’s call for sanctions but did not mention any response from Kagame.
Based on the setting, Kagame’s outfit, and the video, it struck a resemblance to the July 4, 2025, Liberation Day commemorations in Rwanda speech we had earlier viewed on Rwandan broadcasts at the time; however, we did a Google reverse image search on the screenshot of Kagame speaking in the TikTok and confirmed our suspicions.

We clicked on the videos from our findings that match the TikTok screenshot here and here with bits of Kagame’s speech at the reception of the Liberation Day celebration.
We then searched manually on YouTube for “Kwibohora 31 Reception” and found the full speech in both English and Kinyarwanda.
At timestamp 15:18, he speaks about sanctions but does not mention Bobi Wine, the Geneva Summit, or sanctions against Ugandan officials.
The viral post isolates a segment of the speech and presents it to fit a context that is not representative of the real events, creating the false impression that it was a direct response to Bobi Wine’s remarks at the Geneva Summit.
Lastly, the Geneva summit at which Robert Kyagulanyi spoke about sanctioning the Uganda officials happened on February 18, 2026, whereas the Kwibohora event on which kagame spoke about the “sanctions” happened in july 2025
Verdict
Out of context:. Kagame’s speech is misrepresented as a response to Bobi Wine’s sanctions call to the international community. While both speeches reference sanctions, the alleged clip of President Kagame is taken from an earlier address delivered during the July 2025 Liberation Day celebrations and unrelated to Bobi Wine’s Geneva Summit address.
The clip has been recirculated without its original context, misleading the public, and it should be dismissed.
