False: Birthday celebration photo falsely portrayed as Janet Museveni’s swearing-in event

Claim:

A social media post by X user Kazibwe Jamil claims that Janet Museveni was being sworn in as Uganda’s Minister of Education and Sports.

Findings:

The claim is false. A google reverse-image search shows that the photograph used in the post predates the alleged swearing-in event and was published by Uganda’s State House on 29 June 2025.

The image appears in a State House article titled “President Museveni Salutes First Lady for Her Contribution to Uganda as She Celebrates 77th Birthday.” The article documents celebrations held in honour of Janet Museveni’s 77th birthday at Migyera UWESO Secondary School in Nakasongola District.

There is no indication in the article that the image depicts a swearing-in ceremony. Instead, the photograph is presented as part of the birthday celebration event.

Additionally, Janet Museveni had already been serving as Uganda’s Minister of Education and Sports since June 2016. Therefore, portraying the image as evidence of a new swearing-in as Minister of Education and Sports is misleading and unsupported by available evidence.

A comparison with the original State House photograph shows that while the facial appearance matches the June 2025 image, the body posture and scene differ significantly. This suggests the image shared in the post may have been digitally altered or composited to create the impression of a swearing-in ceremony. 

Methodology

To verify the claim, a google reverse image search was conducted to trace the origin of the original photo being used.

The original publication was reviewed to establish the context in which the image was used.

Public records regarding Janet Museveni’s tenure as Minister of Education and Sports were also reviewed to determine whether the image could plausibly depict a recent swearing-in ceremony.

A visual comparison of the image in the post and the original photograph was conducted to identify any differences that could indicate digital alteration or misrepresentation. 

Verdict: False.

The image used in the post was published by State House Uganda on 29 June 2025 in connection with Janet Museveni’s 77th birthday celebrations, not a swearing-in ceremony. The post misrepresents the context of the image by claiming it shows her being sworn in as Minister of Education and Sports.
